The legislation was approved, allowing for the only land-based casino in the State. In 1992, then-Mayor Sydney Barthelemy lobbied to the State and then-Governor Edwards (a known avid gambler) to build a casino Downtown, specifically at the site of the former Rivergate convention center (the current location of Harrah's).The requirement to sail was later revoked due to lobbying by the operators. The boats were made to sail at regular intervals.
